Findines: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Findine: The impact will be avoided or reduced based on the <br />following and that certain mitigation measures are infeasible or tmnecessary: <br />a. The PUD (Condition _) requires payment of connection fees. Through <br />these fees, which apply to all new development in Zone 7's service azea, Zone 7 will be <br />able to plan for and implement measures to ensure provision of water to meet the <br />projected growth in its service area. <br />b. The Specific Plan Water Use Policy 1, Guidelines I.1. and 1.2, require the <br />conservation of potable water by incorporating water conservation fixtures and <br />measures into development projects; including the use ofwater-saving fixtures and <br />water-conserving landscaping, as well as irrigation control systems that include water- <br />saving features. <br />c. The PUD requires water conserving interior plumbing fixtures and <br />equipment. (Condition _) Residential CC&Rs must include water conservation <br />educational material and specifications to minimize water consumption in private <br />]andscapeirrigation. (Condition-) <br />d. Mitigation measures related to a golf course are not necessary because these <br />are no[ part of Phase I. In Phase II, if a golf course is considered as one of the public <br />uses, further environmental review will occur at that time. <br />e. Mitigation measures related to recycled water are not necessary because no <br />recycled water is proposed for the entire GHCBI Project. <br />2. imnact C2. Cumulative increase in demand for water distribution capacity. <br />Mitigation Measures: <br />Measure C2a. Require payment of regional and City connection fees. <br />Measure C2b. Require water conservation measures. <br />Measure C2c.
