Facts in Suonort of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. Mitigation Measure Q2a, requiring a Construction Phasing and Management <br />Plan be approved by the City prior to issuance of any building, grading, or demolition <br />petmit, is the same as Measure J8. The findings under Impact J8 aze incorporated by <br />reference. <br />b. Mitigation Measure Q26 is the same as Measure Kl. The findings under <br />Impact Kl are incorporated by reference. <br />c. Condition _of the PUD outlines on-site practices to be conducted during <br />grading activities. These will help mitigate [he material transfer requirements of the <br />grading program on traffic and air quality during construction. They aze as follows: <br />(l) implement comprehensive traffic control measures including scheduling [o avoid <br />peak travel hours and potential conflicts with activities at the Fairgrounds; (2) practice <br />proper lane closure procedures; (3) mass grading activities may only occur between <br />7:00 a.m. and 6:00 p.m. Monday through Friday; (4) no grading is to occur between <br />October 15 and April I (however, grading can occur throughout the yeaz if weather <br />conditions permit and appropriate erosion control/storm water quality measures aze in <br />place); and (5) individual pazcel grading operations aze to be subject to conditions that <br />may be established at the time of final approval of a Residential Development permit <br />for the parcel. <br />d. PUD Condition _ requires preparation of a construction Best Management <br />Practices program prior to each construction stage of the GHCBI Project. The <br />program is to address all phases of construction, including site clean-up and control of <br />construction debris. Measures that will help control dust include: (1) gathering all <br />construction debris on a regulaz basis and placing it in a container that is emptied or <br />removed weekly; (2) laying tarps on the ground to collect fallen debris or splatters that <br />could contribute to storm water runoff pollution; (3) removing dirt, gravel, rubbish, <br />refuse and green waste from the street pavement and storm drains adjoining the site; <br />(4) limiting construction access routes onto the site and placing gravel on them if <br />routes aze no[ paved; (5) prohibiting vehicles and equipment from driving off paved or <br />graveled areas during wet weather, sweeping street pavement adjoining the project site <br />daily; (6) installing filter materials (sandbags, filter fabric, etc.) at [he storm drain inlet <br />neazest the downstream side of the project site to retain any debris or dirt flowing in <br />the storm drain system; (7) creating a contained and covered azea on the site for the <br />storage of bags, cement, paints, oils, fertilizers, pesticides, or other materials used on <br />the site that have the potential of being dischazged into the storm drain system through <br />being windblown or in the event of a material spill; (8) never cleaning machinery, <br />equipment, tools, brushes, or rinse containers near a street, gutter, or storm drain, and <br />(9) ensuring concrete/gunite supply trucks or concrete/plaster operations will not <br />discharge wash water into the street, gutters, or storm drains. <br />51 <br />
