Findine: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the signif cant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. Under the GHCBi Project Phase I plan, the majority of the northern border <br />of the Central Parcel along Bernal Avenue is currently unplanned future public space. <br />As part of Phase I, no development is proposed for this area which would impede <br />visibility. In addition, the development proposed in the West Pazcel is substantially <br />set-back from Bernal Avenue by additional currently unplanned future public space. <br />These arrangements, in conjunction with the civic use on Parcel l2, all emphasize <br />public space along Bernal and enhance views toward the south. <br />b. The PUD contain policies and conditions which govern the project's land use <br />configuration so as to maximize public space frontage along Bernal Avenue while also <br />providing views both into and out of the site. Specific Plan Open Space Policy 1, <br />Guideline 1.1, further provides for the preservation of views by consideration of siting <br />future public uses on Bernal Avenue. <br />a Subsequent discretionary City review of the currently unplanned future <br />public spaces will allow the opportunity for the City to incorporate measures Nab and <br />N3c into subsequent approvals, after additional environmental review as part of Phase <br />II. <br />3. Impact N4. Proposed grading of the knoll would adversely affect its visual quality <br />(Cooperative Plan). <br />Mitieation Measure: <br />Measure N4. The GHCBI Project PUD Plan designates the 1 S-acre knoll area as a <br />neighborhood /special use park and eliminates grading of the knoll on the East Parccl. <br />It makes possible preservation of most or all of the valley oak trees associated with the <br />knoll. <br />43 <br />
