The Valley Avenue overcrossing of the UPRR tracks in the <br />Cooperative Plan would introduce a lazge obstruction into the view visible from a key <br />point northbound along the scenic I-680 corridor; under the Preferred Plan, it would <br />introduce anout-of--scale infrastructure element into asmall-scale residential <br />environment. <br />Miti¢ation Measure <br />Measure N2. The Valley Avenue crossing of the Union Pacific railroad should be <br />constructed as an undcrcrossing to avoid impairing views from I-680 or introducing an <br />out-of--scale bridge structure into a residential development content. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Suoporl of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. The general alignment of Valley Avenue depicted in the GHCBI Project <br />PUD Phase I has Valley Avenue crossing the UPRR tracks in an underpass. By <br />incorporating the rail crossing as an underpass, the plan avoids both the noise and <br />visual impacts associated with an overcrossing and the noise and safety problems of an <br />at-grade crossing. <br />b. PUD Exhibit _ shows the required underpass configuration <br />2. Impact N3. Development structures and fencing would reduce visibility into and <br />beyond the site and diminish the availability of distant views from Bernal Avenue. <br />(Cooperative Plan, Preferred Plan, and Alternative 2) <br />Mitieation Measures: <br />Measure N3a. Configure land use on the site so as [o provide substantial open space <br />frontage along Bemal Avenue. <br />Measure Nab. Site buildings along the Bernal Avenue right-of--way in a manner that <br />allows views into and beyond the site. <br />Measure N3c. Where security fencing is needed along Bernal Avenue (primarily <br />along the golf course, to control access, and along active recreational areas, for public <br />safety), utilize a type of fencing that allows for views into and through the site. <br />42 <br />
