b. The PUD and Specific Plan Visual Resources Policy I, Guideline 1.2, <br />provide for preservation of the oak tree-studded knoll on the Eas[ Parcel as a <br />neighborhood /special use pazk which will maintain the knoll as a key focal point for <br />both Case Avenue and southbound I-680 traffic. The PUD further requires grading of <br />the knoll to be minimized. <br />c. PUD Conditions also require preservation of the knoll and the existing oak <br />trees. (Conditions and_) <br />4. Impact N6. Development would significantly increase night lighting at the project <br />site. <br />Mitt Kation Measure: <br />Measure N6. Lighting design, including specifications to avoid excessive light or <br />glaze, shall be included in the Golf Course PUD and in the site-specific plan for the <br />Community Park. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Pinal EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. PUD Condition _ requires that a comprehensive community lighting plan <br />be prepared for the GHCBI Project, including the Village Common, and the <br />neighborhood parks. Under this plan, project lighting, other than street lighting, shall <br />be designed to avoid excessive light or glaze during the night. <br />b. Under the GHCBI Project Phase I, no golf course, driving range, or <br />community park is proposed. If such uses are considered during Phase II for the <br />currently unplanned future public uses, such uses will be subject to further <br />environmental review which would include site-specific design and detailed <br />consideration of siting and screening of these uses to assure that impacts of night <br />lighting at nearby residential areas will be within an acceptable range. <br />M.
