preservation of cultural resources. For this site, "capping" may be an effective <br />mitigation strategy because [he site will remain undisturbed. <br />b. The PUD includes Cultural Resources policies that require known cultural <br />resources to be protected by avoidance or "capping' ;preparation of a Resources <br />Recovery Plan for sites that will be disturbed; an intensive cultural resource survey to <br />identify the extent and depth of known cultural resource sites. <br />c. PUD Condition _ and Specific Plan Cultural Resources Policy 1 <br />recommends that known resources on the site be preserved through open space <br />designation, avoidance or capping, consistent with Mitigation Measure M2. <br />Avoidance ensures no soils are disturbed during site preparation. Capping protects the <br />underlying resources by covering them with additional soils or paving and will be <br />monitored by a qualified azchaeologist. <br />d. PUD Condition requires, where surface indicators or previous <br />investigations suggest cultural resources may be present, a qualified azchaeologist to <br />be on-site during grading and site preparation activities. If cultural resources aze <br />uncovered, land disturbing activities will be discontinued within a 35-foot radius until <br />the discovery can be evaluated by the monitoring azchaeologist and appropriate <br />mitigation can be determined. <br />3. Impact M3. Potential for future development to be located on identified sites, <br />which could preclude future evaluation of known resources. <br />Mitigation Measure: <br />Measure M3. Document the archaeological findings at the site in a report meeting <br />professional standards, and file the report with appropriate State and City offices. <br />Findine: Changes or alterations have been required in, or incorporated into, [he <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. PUD Condition _ ensures the archaeological findings Crom the two known <br />sites are recorded and documented in accordance with established standards and <br />practices.
