c. It is the existing practice of the Livermore-Pleasanton Fire Department to <br />refrain from activating the fire engine sirens when exiting the station, when the station <br />is located in residential azea. <br />6. Impact L5. Outdoor noise levels along the UPRR tracks would exceed the <br />threshold at which controls are required to reduce interior noise levels. <br />Mitigation Measure: <br />Measure L5. Require a combination of soundwall and construction techniques, such <br />as sound rated windows and walls, in residential units neaz the railway that are (or <br />would be, with future rail service) exposed to exterior maximum train passby noise <br />levels of 75 dBA or more. <br />Findine: Changes or alterations have been requited in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Sunport of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. The GHCBI Project, Phase I, includes 8-foot soundwalls along the railroad <br />tracks to shield nearby residential areas in the East Parcel from noise impacts. These <br />soundwalls are also required by PUD condition . 'Fhe EIR acoustical engineers <br />have determined [ha[ these walls will work in conjunction with building construction <br />techniques to provide satisfactory peak noise levels inside key living areas of adjoining <br />residences. (See also Specific Plan Noise Attenuation Policy 2, Guideline 2.2.) <br />b. PLID Condition _ requires interior noise standards to be me[ for maximum <br />instantaneous noise levels due to train pass-by events. Standard construction methods <br />can he employed to achieve these results. <br />7. Impact L6. Construction activity would raise noise levels in selected residential <br />aeeas to unacceptable levels. <br />Mitigation Measures: <br />Measure L6a. Limit construction activities as appropriate to each development unit. <br />Measure L6b. Require conformance with other standard Pleasanton construction noise <br />mitigation regulations and procedures. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />38 <br />
