Measure Lac. Design [he neighborhood park on the West Pazcel so that uses that <br />benefit most from noise levels in the "normally acceptable" range are located in the <br />portions of the park where noise exposure is lower than 65 dB. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Sunoort of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. PUD Condition _ and Specific Plan Noise Attenuation Policy 2, Guideline <br />2.3, will ensure [hat the final design of the park will locate the noise-sensitive uses in <br />portions of the pazk where noise exposure is lower than 65 dB. <br />5. Impact L4. Noise levels generated by the proposed fire station would be significant <br />a[ noise sensitive receptors. <br />Mitieation Measure: <br />Measure L4. Locate the fire station farther from, or in an area not surrounded by, <br />residential or other noise sensitive uses. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. The GHCBI Project locates the fire station on a 1 acre site nordt of the <br />Village Common area, adjacent to Bernal Avenue. Final station design will attempt to <br />minimize the station's impact on adjoining residential uses by siting the bulk of the <br />building between the residential uses and [he apparatus areas, ensuring that address <br />system is not directed at the residential uses, and incorporating building design <br />features which will dampen internal noise. <br />b. The Fire Station and engines at this site will be equipped with traffic signal <br />override devices which, when activated, will alter the traffic signals on Bema] Avenue <br />so that the fire engines will receive green lights to proceed into the traffic lanes, and <br />the cross traffic will receive red lights, which will eliminate the need for the fire <br />engines to activate the sirens when exiting the station. <br />37 <br />
