(4) sweep streets daily with water sweepers if visible soil material is carried onto <br />adjacent public streets; (5) hydroseed or apply (non-toxic) soil stabilizers to inactive <br />construction azeas (previously-graded areas inactive for 10 days or more); (6) enclose, <br />cover, water twice daily or apply (non-toxic) soil binders to exposed stockpiles (dirt, <br />sand, etc.); (7) limit traffic speeds on unpaved roads to 15 mph; (8) install sandbags nr <br />other erosion control measures to prevent silt runoff to public roadways; (9) replant <br />vegetation in disturbed areas as quickly as possible; (10) install wheel washers for all <br />exiting trucks, or wash off the tires or tracks of all trucks and equipment leaving the <br />site; (11) install windbreaks, or plant trees/vegetative wind breaks at windward side(s) <br />of construction azeas; and (12) suspend excavation and grading activity when winds <br />(instantaneous gusts) exceed 25 mph, and limit the azea subject to excavation, grading <br />and other construction activity at any one time. <br />b. Condition _ of the PUD and Specific Plan Air Quality Policy 2 require <br />adherence [o dust control Best Management Practices to control construction-related <br />dust emissions during al] phases of construction. These BMPs must be approved by <br />the City Engineer and followed at all times during grading and construction <br />operations. These practices may include watering exposed surfaces at ]east twice a <br />day, with a possibility of more frequent watering when wind speeds exceed 15 mph; <br />covering of stockpiled earth; and covering of trucks hauling dirt if windy conditions <br />prevail. <br />J. Noise <br />1. Impact L2. Proposed commercial/office land uses within the Project area would be <br />exposed to exterior noise levels in excess of a Ldn of 70 dB. <br />Mitigation Measure: <br />Measure L2. Incorporate sound-reducing building components in commercial and <br />office portions of the Project that are exposed to exterior noise levels exceeding 70 dB <br />Ldn <br />Finding: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. Construction practices are available which can achieve [he 45 dB Ldn <br />interior standard for commercial office buildings in the noisiest areas of the site: <br />b.
