Facts in Suooort of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. The reduction in the number of residential units in the GHCBf Project results <br />in decreased traffic demand. The developer will pay its fair share for traffic <br />improvements to ensure that the roads in and azound the project will operate at <br />acceptable levels. The improvements to be funded by the developer include, but are <br />not limited to: (i) $15 million towards the I-680 interchange improvements; (ii) the <br />Valley Avenue railroad undercrossing; (iii) 50% of the cost of [he traffic signal at <br />Bemal Avenue at I-680; and (iv) Bernal Bridge widening (pro rata share). <br />b. Implementation of a TSMP is required by Mitigation Measure J96 and <br />implemented through PUD Condition _ will achieve anticipated trip generation rates, <br />construct bus pull-out areas, and accommodate transit services on GHCBI Project <br />streets. 'Phis program will assist in minimizing the GHCBI Project's traffic impacts. <br />I. Air Quality <br />1. Generation ofConstmction-Related Emissions. <br />Impact K 1. Constmction activities during site specific grading would generate dust <br />and PM-1Q creating the potential for nuisance. <br />Mitieation Measure: <br />Measure Kl. Prepare and implement a dust control plan for the constmction period, <br />which would control dust during all phases of constmction, to be reviewed and <br />approved by the City Public Works Department prior to development activity on the <br />site. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Findine: The impact will be avoided or reduced based on the <br />foI lowing: <br />a. Constmction air quality impacts result from dust generated by equipment <br />and vehicles. Although short-term impacts may be considered significant, these <br />impacts will be temporary. The dust control plan will include the following basic <br />control measures: (1) water all active construction azeas at least twice daily or as <br />necessary to minimize dust; (2) pave, apply water three times daily, or apply (non- <br />toxic) soil stabilizers on all unpaved access roads, parking azeas and staging areas at <br />constmction sites; (3) sweep daily (with water sweepers) all paved access roads, <br />parking areas and staging areas at constmction sites or as necessary to minimize dust; <br />34 <br />
