PUD Condition _ incorporates Mitigation Measures J7d(1), (2), limiting <br />pedestrian use to one side of Bemal Avenue and by including demand activated <br />crossings so that pedestrians and bicyclists can cross this intersection safely. <br />18. Impact J8. Construction-related vehicles may impede normal traffic movements <br />and damage existing roads. <br />Mitieation Measure: <br />Measure J8. Prior [o beginning grading or construction on the site, the applicant shall <br />prepare for approval by the City of Pleasanton a Construction Phasing and <br />Management Plan. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Sunoori of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. In accordance with P1JD Condition , the Constme[ion Phasing and <br />Management Plan must include comprehensive traffic control measures to avoid peak <br />hours and the lazges[ events a[ the fairgrounds, lane closure procedures, maintenance <br />of through traffic on Bemal, location of constmction staging azeas, and a haul route <br />plan. Street damage attributable to construction vehicles will be charged to the <br />applicant. <br />19. Impact J9. Project traffic would contribute to cumulative traffic growth on the <br />road network and freeway ramps in the vicinity of [he project site. <br />Mitieation Measures: <br />Measure J9a. Require the project sponsor to make a fair share contribution [o the City <br />road network in the vicinity of the project to its ultimate design by payment of City <br />traffic impact fees. <br />Measure J96. Require the project sponsor to develop and implement a Transportation <br />System Management Plan (TSMP) in accordance with the City of Pleasanton TSM <br />ordinance. <br />Findin :Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EJR to a less than significant level. <br />33 <br />
