b. PUD Condition _ limits pedestrians to one side of Bernal Avenue and
ensures that sidewalks are wide enough to allow two-way usage so that bikes may use
the sidewalks through the interchange. Condition provides demand-activated
crossing at signalized intersections along Bernal Avenue.
c. Specific Plan Transportation Network Policy 5, Guideline 5.1, also provides
for on-street bikeways oroff-street combined bikeways/pathways.
15. Impact J7b. Development of any Central or East Parcel residential use that occurs
prior [o the proposed grade separation would create the potential for pedestrian
conflicts, especially involving school children, with the Union Pacific railroad tracks.
Mitigation Measure:
Measure J7b. If residential development occurs on the Central or East Parcel before
the grade separation between Valley Avenue (Cooperative Plan) or Junipero Street
(Preferred Plan) and the UPRR tracks is in place, construct fencing along [he Union
Pacific railroad tracks through the project site to reduce the likelihood that school
children will cross the tracks to get to the existing and proposed schools along Case
Avenue.
Findine: Changes or alterations have been required in, or incorporated into, [he
project which avoid or substantially lessen the significant environmental effect
identified in the Final EIR to a less than significant level.
Facts in Support of Findine: The impact will be avoided or reduced based on [he
following:
a. PUD Condition _ requires a fence along the UPRR that will prevent
children from crossing the tracks. Until the underpass is constructed, this fence will
mitigate this potential impact. The GHCBI Project Development Agreement requires
the developer to construct the undercrossing when 50% of the total units in Phase I aze
constructed.
16. Impact J7c. Street design that includes roundabouts and traffic circles would
create [he potential for bike and pedestrian conflicts with motor vehicles. (Preferred
Plan)
Mitieation Measures:
Measure J7c(1). Design the traffic roundabouts according to the recommended ITE
practices and accommodate traffic flows at 15 to 20 mph. Place "Yield" signs at the
approaches to the roundabouts and provide clearly marked pedestrian crosswalks.
31
