13. Impact J6. Major fairgrounds events [hat draw a lazge attendance may cause <br />shortages of on-street pazking within the project site, resulting in a significant parking <br />impact. <br />Mitigation Measure: <br />Measure J6. Implement pazking restrictions in areas of the project that maybe <br />affected by fairgrounds parking overflow. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in [he Final EIR to a less than significant level. <br />Facts in Su ort of Findin :The impact will be avoided or reduced based on [he <br />following: <br />a. The GHCBI Project uses will be required to provide sufficient pazking (PUD <br />Condition _ ). The potential impact from fairground users would be temporary and <br />limited to major fairgrounds events. PUD Condition _ requires [ha[ in order [o <br />discourage fairgrounds parking ht [he GHCBI Project site, parking in aeeas that would <br />be likely to serve as overflow parking for the fairgrounds should be designed to <br />minimize the opportunity for such use and be signed to prohibit fairgrounds parking. <br />City enforcement procedures will be available for these signed areas. <br />14. Im aco t J7a. Traffic associated with site development may cause increased <br />vehicular conflicts with bicycle and pedestrian traffic on existing and planned bike <br />lanes ht the vicinity of the project site. <br />Mitigation Measures: <br />Measure J7a(1). Maintain a Class I bike lane on Bemal Avenue along the project site <br />frontage. <br />Measure J7a(2). Provide the necessary traffic controls to maintain safe bicycle and <br />pedestrian circulation along Bernal Avenue through the I-680 interchange azea. <br />Finding: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Findine: The impact will be avoided or reduced based on the <br />following: <br />a.
