I1. Impact JSe. Roundabouts in the circulation plan, if not properly designed, could <br />cause driver confusion with respect to right-of--way and cause adverse effects on traffic <br />safety, emergency vehicle access/response times, transit bus circulation, and delivery <br />vehicle circulation. (Preferred Plan) <br />Mitigation Measure: <br />Measure JSe. Design the traffic roundabouts according to the recommended ITE <br />practices and accommodate traffic flows at 15 to 20 mph. Place "Yield" signs at the <br />approaches to the roundabouts and provide cleazly mazked pedestrian crosswalks. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less tban significant level. <br />Facts in Support of Findine: The impact will be avoided or reduced based on [he <br />following: <br />a. PUD Condition and Specific Plan Transportation Network Policy 3, <br />Guideline 3.4, will ensure that the final design of the roundabouts will be reviewed to <br />accommodate safe speeds, safe pedestrian movements, adequate fire response time, <br />adequate sight visibility and other safety measures. If it is determined that these <br />considerations cannot be satisfactorily met, then an alternative design will be <br />implemented. <br />12. Impact J5f. Street cross-sections for some road segments on the West Parcel aze <br />inconsistent with circulation needs. (Preferred Plan) <br />Mitieation Measure: <br />Measure J5f. Design street cross-sections for the commerciallcivic/residential <br />component of the West Parcel to conform to connector road standazds rather than <br />neighborhood street standards. <br />Findine: Changes or alterations have been required iq or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Sunoort of Findine: The impact will be avoided or reduced based on the <br />Y'ollowing: <br />a. Under the GHCBI Project, Phase I, the West Parcel is exclusively for <br />residential uses, including a neighborhood pazk, and currently unplanned future public <br />uses. Under the PUD, road standazds will conform to existing City standards for these <br />types of uses. <br />29 <br />
