Facts in Support of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. Due to the large reduction in residential units in the Central Pazcel in the <br />GHCBI Project, traffic volumes azound the Village Commons will also be reduced. <br />Furthermore, Specific Plan Transportation Network Policy 3, Guideline l.l, provides <br />for aone-way street around [he Village Commons, and pazking on only the outside of <br />the street, both of which will improve circulation. The residential units in the Central <br />Parcel will have several circulation options, including: (i) access to Valley Avenue, <br />which connects with both Bernal Avenue to the north and Case Avenue to the east; (ii) <br />by providing signalized access to the Central Pazcel at Valley Avenue and Bernal <br />Avenue; (iii) by connecting the Central Pazcel to the Wes[ Parcel with an internal <br />roadway branching off south west from Valley Avenue. These numerous circulation <br />options will decrease congestion azound the Village Common by providing several <br />ingress and egress routes. <br />10. Im acn t 75d. A circulation pattern providing only one westbound egress from the <br />commercial area of the sift (at the Valley Avenue/Bemal Avenue intersection) may <br />inhibit traffic egress From the project site if that location is obstructed as a result of <br />congestion or traffic incidents. (Preferred Plan) <br />Mitigation Measure: <br />Measure JSd. ConsVuct the "Revised Preferred Plan," which improves circulation <br />around the Village Green Loop, adds a signalized intersection access to Bernal <br />Avenue, and adds an internal connector road between the Pleasanton Avenue <br />Extension and [he Mid Access Road. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Supoorl of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. The GHCBI Project will construct a revised circulation plan azound the <br />Village Common to serve the commercial site. Because of the reduction in residential <br />units in the Central Parcel, tragic volumes around the Village Commons will also be <br />reduced. A signalized intersection access to Bernal Avenue will be provided as part of <br />Phase I. These is no need for the internal connector road between the Pleasanton <br />Avenue Extension and the Mid Access Road because these circulation improvements <br />are not being constructed because [hat part of the Central Parcel is for currently <br />unplanned future public uses. <br />28 <br />
