Due to the large reduction in residential units in the Central Pazcel in the GHCBI Project, traffic volumes azound the Village Commons will also be reduced. Furthermore, Specific Plan Transportation Network Policy 3, Guideline l.l, provides for aone-way street around [he Village Commons, and pazking on only the outside of the street, both of which will improve circulation. The residential units in the Central Parcel will have several circulation options, including: (i) access to Valley Avenue, which connects with both Bernal Avenue to the north and Case Avenue to the east; (ii) by providing signalized access to the Central Pazcel at Valley Avenue and Bernal Avenue; (iii) by connecting the Central Pazcel to the Wes[ Parcel with an internal roadway branching off south west from Valley Avenue. These numerous circulation options will decrease congestion azound the Village Common by providing several ingress and egress routes. 10. Im acn t 75d. A circulation pattern providing only one westbound egress from the commercial area of the sift (at the Valley Avenue/Bemal Avenue intersection) may inhibit traffic egress From the project site if that location is obstructed as a result of congestion or traffic incidents. ConsVuct the "Revised Preferred Plan," which improves circulation around the Village Green Loop, adds a signalized intersection access to Bernal Avenue, and adds an internal connector road between the Pleasanton Avenue Extension and [he Mid Access Road. Findine: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect identified in the Final EIR to a less than significant level. These is no need for the internal connector road between the Pleasanton Avenue Extension and the Mid Access Road because these circulation improvements are not being constructed because [hat part of the Central Parcel is for currently unplanned future public uses. 28
