minimize delays to through traffic on Bernal Avenue. These are standard traffic <br />engineering procedures that have been shown to be effective in minimizing impacts <br />from new signalization and the project traffic impacts on Bemal Avenue. <br />8. Impact JSb. Existing mature trees within the Bemal Avenue median could limit <br />sight distances at the signalized access points to/from Bema] Avenue and could limit <br />the design of left-turn access to the Central Parcel. <br />Mitigation Measure: <br />Measure JSb. Design the signalized access points on Bemal Avenue so as to <br />maximize sight distance and minimize damage to the median trees. <br />Findin¢: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. All new traffic and circulation improvements must meet PUD requirements <br />and the City standards for safety. Final designs for these improvements will be <br />reviewed by [he City engineer thereby ensuring that new intersections will be <br />constructed to provide adequate sight distances. <br />b. PUD Condition allows removing a limited number of trees in the median <br />to ensure that sight distances will be safely maintained, but requires retention of as <br />many median trees as feasible. <br />c. Under the GHCBI Project, Phase I, the number of intersections on Bema] <br />Avenue has been reduced because of less development of the Central Pazcel. <br />9. Impact JSc. Vehicle circulation may be compromised azound the Village Green <br />Loop. (Preferred Plan) <br />Mitigation Measure: <br />Measure JSe. Construct the "Revised Preferred Plan," which improves circulation <br />azound the Village Green Loop, adds a signalized intersection access to Bemal <br />Avenue, and adds an internal connector road between the Pleasanton Avenue <br />Extension and the Mid Access Road. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />27 <br />
