Specific Plan Transportation Network Policy 2, Guideline 2.3, provides for <br />[his mitigation. <br />6. Impact J4c. Traffic levels would exceed residential street capacity on <br />neighborhood streets in the East Parcel. <br />Mitigation Measure: <br />Measure J4c. Design residential development on the East Parcel so that it does not <br />front directly on to Junipero Street between the Union Pacific railroad tracks and Case <br />Avenue. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Suonort of Findings: The impact will be avoided or reduced based on the <br />following: <br />a. Under the GHCBI Project, Al[ematives A, the PUD provides that residential <br />uuits in the East Parcel will not front directly onto Junipero Street. Under Alternatives <br />C and C 1, there are no units in the East Pazcel. <br />7. Impact JSa. The signalized access to/from Bernal Avenue could conflict with <br />fairgrounds access and through traffic on Bernal Avenue. <br />Mitigation Measure: <br />Measure JSa. Coordinate the traffic signal installations along Bernal Avenue with <br />fairgrounds personnel. Provide traffic signal interconnect between all signals on <br />Bernal Avenue to minimize delay to through traffic on Bernal Avenue. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than signifcant level. <br />Facts in Su ort of Findin :The impact will be avoided or reduced based on the <br />following: <br />a.
