a. The GHCBI Project does not propose any development in the north eastern <br />portion of [he Central Pazcel by Pleasanton Avenue. Therefore, no traffic signal is <br />proposed to be installed with Phase I. If, during [he Phase II consideration of uses for <br />the currently unplanned public space, development is considered for this azea, further <br />environmental review will be conducted at this time to determine if a traffic signal or <br />other transportation improvements arc needed. <br />3. Impact J2. Project traffic would contribute to traffic volumes at the I-680 <br />northbound on-ramp and southbound off-ramp, contributing to unacceptable ramp <br />service levels during the AM and PM peak hours. <br />Mitieation Measures: <br />Measure 12a. Improve the I-680 northbound on-ramp at Bernal Avenue from one lane <br />to two lanes, subject to a reimbursement agreement with the City of Pleasanton; if the <br />City has sufficient funds available when the improvement is needed, then the project <br />sponsor may fund only the project's fair shaze of the improvement. <br />Measure J26. Improve the I-680 southbound off-ramp when the I-6SOBernal Avenue <br />intersection is projected to reach LOSE, or when the offramp volumes aze projected to <br />exceed the capacity of the single offramp (comprising 1,800 vehicles hour) based on <br />the City's annual short-term traffic forecast. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Suooort of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. PLTD Condition will ensure [ha[ an additional lane is added to the <br />northbound on-ramp resulting in acceptable conditions under future scenarios with [he <br />GHCBI Project and cumulative development as documented in FEIR Table 63. In <br />addition, the GHCBI Project Phase I proposes fewer residential units than the <br />Cooperative Plan or the Yreferrcd Plan, so traffic impacts will also be reduced. <br />b. PUD Condition will ensure that when the I-680 southbound off-ramp is <br />projected to exceed the capacity of the existing off-ramp, or the ramp intersection with <br />Bernal Avenue is projected to reach LOS E, improvements will be constructed to <br />increase the capacity of this off-ramp to maintain LOS D levels under future scenazios <br />with the GHCBI Project and cumulative as documented in FEIR Table 63. Pursuant to <br />[he Development Agreement, GHCBI will pay $15 million towards such interchange <br />improvements. <br />24 <br />
