1. Impact J la. Project traffic would contribute to traffic volumes at the I-680 <br />northbound off-ramp/ Bemal Avenue intersection resulting in LOS E and F during [he <br />AM and PM peak hours, respectively. <br />Mi[ipation Measure: <br />Measure Jla. Improve the I-680 northbound omamp when the I-680 northbound <br />offramp/onramp intersection with Bernal Avenue is projected to reach LOSE, based <br />on the City's annual short-term traffic forecast. <br />Findine: Changes or alterations have been required in, or incorporated imp, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Suonort of Findine: The impact will be avoided or reduced based on the <br />Following: <br />a. This intersection has been signalized by another developer; as part of the <br />Development Agreement, GHCBI will reimburse 50% of its cost. With this <br />signalization, [he intersection will achieve satisfactory LOS in the short-term. <br />b. The Development Agreement and PUD Condition _ requires the GHCBI <br />Project will provide up to $15 million for widening the right [urn lanes from Bernal <br />Avenue to the northbound on-ramp in [he mid- to long-term, when volumes reach <br />1,600 vehicles per hour, or earlier if determined necessary by the City. With this <br />improvement, even with the GHCBI Project and cumulative development, the <br />intersection will operate at LOS C in the A.M. peak and LOS D in the P.M. peak under <br />the "without West Los Positas Interchange" scenario and at LOS C during both peak <br />periods under the "with West Los Positas Interchange" scenario. In addition, the <br />GHCBI Project Phase I proposes fewer residential units than the Cooperative Plan or <br />the Preferred Plan, so traffic impacts will also be reduced. <br />2. Impact Jlb. Project traffic would contribute [o trat2ic volumes on Bernal Avenue <br />through the Pleasanton Avenue intersection, potentially inhibiting access from <br />Pleasanton Avenue to Bernal Avenue. <br />MiGeation Measure: None <br />Findine: Changes or alterations have been reyuired in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Pacts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />23 <br />
