the demand for pazk land. Phase 1 will have 581 residential units, of which 100 will be <br />high density, and 481 will besingle-family dwellings. Using average household size <br />of 2.05 persons for high density and 3.06 for single family, Phase I will generate 1,691 <br />new residents. This will result in a demand for 3.38 acres of neighborhood park, 5.073 <br />acres of community active use parks, 1.691 acres of community special use pazks, and <br />6.764 acres of open space. The GHCBI Project will provide the 5-acre neighborhood <br />pazk in [he West Pazcel, the 18-acre neighborhood /special use park in the East Parcel, <br />the 0.9-acre Village Common in the Central Pazcel, and 320 acres of currently <br />unplanned public space, which may be considered for additional parks or open space. <br />3. Impact H3. Potential incompatibility with regional trails. <br />Mitigation Measure; <br />Measure H3. Prior to approval, refine the specific plan to minimize conflicts between <br />residential development and trails. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR [o a less than significant level. <br />Pacts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. The GHCBI Project includes elements that minimize conflicts between trail <br />use and adjacent residential development include setbacks, fencing or other barriers, <br />and/or landscaping. As Phase II is considered, further environmental review of the <br />320 acres of currently unplanned public space will take this mitigation measure into <br />consideration when planning future Phase II public uses. <br />b. The GHCBI Project provides a setback for the potential regional trail along <br />the Arroyo de ]a Laguna from the residential units in the West Parcel. (See also <br />Specific Plan Transportation Network Policy 5, Guideline 5.3 J In fact, these units aze <br />surrounded by acres of currently unplanned public space. Additionally, the GHCBI <br />Project will accommodate a regional trail adjacent to the ACTG. The Specific Plan <br />provides a trail link via the B-2-1 channel, UPRR underpass, and connection to ACTC <br />via 7unipero Street. This trail right-of--way will be dedicated to the City in conjunction <br />with the GHCBI Project. <br />c. Condition 32 of the PUD requires ttte Property Owner to provide an <br />easement on Parcel 19 for use as a regional trail, and the implementation of <br />landscaping, fencing or other appropriate buffers to minimize conflicts between trail <br />use and adjacent private uses. <br />H.
