Measwe H2b. Provide neighborhood parks of satisfactory size and shape unless the <br />City finds that al[emative, smaller parks satisfy its requirements for meeting <br />neighborhood park needs. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in [he Final EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. In Phase I of the GHCBI Project, a 5 acre neighborhood park will be located <br />in the West Parcel and will be easily accessible to residents in the West Parcel. In the <br />East Parcel, the knoll area will be an 18 acre neighborhood /special use pazk, which <br />will serve [he housing units in [he East Parcel under Altematives A. (Under <br />Altematives C and C 1, there will be no housing units in the East Parcel.) The <br />residential units in the Central Pazcel are served by the 0.9 acre Village Common. As <br />part of Phase II, the 320 acres of currently unplanned public space may be considered <br />for park uses. This currently unplanned public space is adjacent to the residential units <br />on the Central Parcel, suttounds the residential units on [he West Parcel, and is to the <br />north of the residential units in the East Parcel (under Alternative A). Specific Plan <br />Parks Policy 1, Guideline 1.1 provides that the final site locations for [he <br />neighborhood parks shall take into consideration City s[andazds for neighborhood <br />parks to be located within one-half mile of the Phase i area residents. <br />b. The 18-acre neighborhood /special use pazk on the East Pazcel will be <br />located within the knoll area. The park will be sited and configwed to take advantage <br />of the flatter area north of the knoll. (See Specific Plan Open Space Policy 3 J A <br />portion of the park will be sited along the northeast boundary of Parcel 19 and a <br />portion along [he northwest boundary. By locating the parks within [he knoll public <br />space, it is possible to integrate active and passive uses to enhance the recreation value <br />ofbo[h uses. <br />c. The size and location of the neighborhood park on the West Parcel is <br />adequate to accommodate at least one "lazge footprint" use and several "smaller <br />footprint" uses as described in the Municipal Facilities Master Plan. The types and <br />mixes of potential uses for these parks allow them to meet the usability objectives of <br />the General Plan. <br />d. The park location, sizes, and configurations were found satisfactory by the <br />Parks and Recreation Commission. <br />e. Because the GHCBI Project will produce fewer housing units in Phase I than <br />either the Preferred Plan or [he Cooperative Plan, there will be a similar reduction in <br />21 <br />
