2. Impact G2. Cumulative increase in demand for fire protection services, leading to <br />increase in the azea exposed to emergency response times exceeding five minutes. <br />Mitieation Measures: <br />Measure G2a. Equip all habitable structures lazger than 500 square feet with <br />automatic sprinklers. <br />Measure G26. Require that all of the roads into and within the project be available for <br />public access; that is, no gates should be installed to restrict traffic flows. <br />Measure G2c. Locate the fire station site on a street that has a direct connection to <br />both Sunol Boulevard and the southeastern portion of [he City and Valley Avenue <br />north of the site. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. By General Plan policy, the City has determined that unsprinklered buildings <br />meet the City's acceptable risk and service provision policies if they aze within afive- <br />minute response time. Measure G2a, equipping all habitable stmctures larger than 500 <br />square feet with automatic sprinklers, is therefore rejected. All buildings over 8,000 <br />square feet, including multi-family and commercial structures, will be equipped with <br />automatic sprinkler systems. All buildings determined [o be outside the five-minute <br />response zone for the new fire station also will require sprinklers or alternative means <br />satisfactory to the Fire Chief (PUD Condition ~. The findings under Impact Gl aze <br />incorporated by reference. <br />b. The PUD and Specific Plan Fire Protection Policy 2, Guideline 2.2, provide <br />that all street improvements are to be installed to allow satisfactory response from <br />existing fire service locations, and from the new station when it becomes operational. <br />All roads into and within the Planning Area are to be available for public access. <br />Traffic calming features are to be designed to allow emergency vehicle access. The <br />Planning Area will not have gated roadways that restrict public access or hinder fire <br />protection response capabilities. <br />e. PUD Condition _, requires that all public and private streets, driveways, <br />aisles and alleys designated as fire lanes must be maintained in accordance with the <br />Uniform Fire Code, and all roads on the site must be accessible at all times from the <br />start of construction until [he GHCBI Project is completed. <br />l9 <br />
