4. I~act E4. Potential for safety, noise, and/or attendance azea conflicts related to <br />location of school facilities. <br />Mitigatiou Measures: <br />Measure E4a. In developing and operating the elementary school, the PUSD should: <br />(1) Prepare a circulation plan for [he school site that would avoid qucuing of <br />vehicles on Case Avenue by providing for adequate on-site queuing azeas for both <br />drop-off and pickup of students; <br />(2) Prohibit parking along Case Avenue adjacent to the elementary school; and <br />(3) Commit to offset school start times of the middle and elementary schools <br />by 15 [0 30 minutes. <br />Measure E4b. Project sponsor shall provide convenient and safe routes for school <br />children throughout the project area to both the elementary school site and [he PUSD <br />Middle School as the project develops. <br />Findines: Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental effect <br />identified in [he Final EIR to a less than significant level. The lead agency lacks <br />jurisdiction to make the changes, but the PUSD has this authority. <br />Facts in Suonort of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. The PUSD has purchased, and has commenced construction of an <br />elementary school on an 11.2 acres site on Case Avenue. The PUSD has designed the <br />circulation plan [o avoid queuing on Case Avenue, to prohibit parking along Case <br />Avenue adjacent to the school and has agreed to stagger school start times. <br />b. PUD Condition _ requires the provision of safe routes for school children <br />throughout the GHCBI Project to both the elementary school site and the existing <br />middle school. This includes sidewalks, Class 1 bikeways, on-street bike lanes, and <br />trails which provide access to both school sites. PUD Condition requires for each <br />phase of the GHCBI Project sufficient infrastructure to meet this requirement. <br />F. Public Services: Fire Protection <br />1. Impact G 1.
