a. The PUSD has already purchased, and is currently constructing, an <br />elementary school on an 11.2 acre site. Its opening, with a capacity of 600-650 <br />students in the fall of 2000 will precede occupancy of any project homes. The site is <br />adjacent to Case Avenue where infrastructure was already available. <br />b. Because the number of residential units proposed in the GHCBI Project <br />(approximately 581 units) is far less than proposed under the Preferred Plan (up to <br />1,900 units), the number of projected elementary school aged children generated by <br />the GHCBI Project will be substantially reduced. Using an average oY'0.46 students <br />per household in all grade levels, the GHCBI Project will generate an estimated 267 <br />students in all grade levels. The capacity of the elementary school currently under <br />construction on the property will have a capacity of 600-650 students, which will faz <br />exceed [he number generated by the project. In addition, the school is projected [o <br />open in Fall 2000, before any residential units on the property azc proposed to be <br />occupied. <br />c. The 11.2-acre school site has all needed infrastructure readily available to it. <br />3. Imnact E3. Cumulative increase in middle school enrollment exceeding ideal <br />school district capacity in existing schools. <br />Mitigation Measure: <br />Measure E3. Development in the project area shall pay school impact fees to the <br />School District at the same rate as other properties in the City of Pleasanton, subject to <br />agreement between the School District and Master Developer giving consideration to <br />the designation and acquisition of a school site. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. As required by PUD Condition _, payment of school impact fees to the <br />District will help finance the construction of a new school. Per Senate Rill 50, <br />payment of school fees is full mitigation of a project's impacts on schools. <br />b. GHCBI has agreed [o participate in a funding agreement with the PUSD <br />(e.g. the "Flat Fee Agreement"). This addresses Mitigation Measure E3. 'fhe new <br />(third) middle school is now under construction and will be open in fall, 2000, before <br />any project-generated students arrive. The three middle schools are projected to be <br />sufficient to house future city needs for middle school capacity. <br />16 <br />
