b. GHCBi has ageed to participate in a funding ageemen[ (e.g. the "Flat Fee <br />Ageement") with the PUSD which addresses funding of new school facilities to meet <br />the needs of potential K-12 students. (See also Specific Plan School Policy 2.) <br />c. The PUSD has already purchased, and is currently constructing, an 11.2 acre <br />elementary school site. (See also Specific Plan Land Use Policy 2, Guideline 2.2, and <br />School Policy 1 J Its opening with a capacity of 600-650 students, in the fall of 2000 <br />will precede occupancy of any project homes. <br />d. GHCBI Project fees will help complete [he District's master plan by <br />providing funds for another new elementary school (located along Vineyazd Avenue) <br />planned to open in 2002. With these schools, elementary enrollment is projected to be <br />below [he District's "ideal enrollment" at every elementary school. <br />2. Impact E2. Introduction of a critical mass of school-aged population into a <br />neighborhood with no existing elementary school. <br />Mitigation Measures: <br />Measure Eta. Prior to adoption of the development ageement for the area, reserve a <br />five-to-ten acre site for an elementary school. <br />Measure E26. The Property Owner shall make the elementary school site available for <br />purchase by [he Pleasanton Unified School District (PUSD) when the District <br />determines the school site is needed. If the PUSD should have insufficient funds to <br />purchase the site at the time it determines the school is needed, then the Property <br />Owner and the PUSD shall negotiate [he manner and terms for early conveyance of <br />this property, which would allow PUSD to acquire the property. <br />Measure Etc. Project sponsor shall seek ageemen[ with PUSD, and City shall urge <br />PUSD, to build a new elementary school that provides, at a minimum, the core <br />facilities and classrooms required to serve a student population of 300 so that the <br />school is operational when [he number of elementary school students living in the <br />project area reaches 300, using the site dedicated by the project and the impact fees <br />paid as development occurs. <br />Measure E2d. Build infrastructure to serve the school site in a timely manner. <br />Finding: Changes or alterations have been required in, or incorporated into, [he <br />project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EiR to a less than significant level. <br />Pacts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />15 <br />
