d. PUD Condition _ and Specific Plan Wastewater Policy 1 require <br />implementation of water conservation measures. <br />e. Mitigation Measure D2b is not necessary given the implementation of the <br />other mitigations which achieve the desired result, combined with the reduction in <br />units of residential development and office /commercial square footage under the <br />GHCBI Project. <br />3. Impact D3. Increase in demand for expoR capacity. <br />Mitigation Measures: <br />Measure D3a. Require payment of connection fees. <br />Measure Dab. Phase development so that demand for wastewater disposal capacity <br />does not exceed capacity available to the City of Pleasanton. <br />Measure D3c. Secure reservations/guarantees for capacity to ensure availability as <br />development owurs. <br />Measure Dad. Require water conservation measures. <br />Measure Die. Plan and build [he on-site wastewater collection system to minimize <br />infiltration and inflow. <br />Measure D3f. If export capacity becomes unavailable as the project develops, <br />undertake measures [o offset the project's demand for export capacity. <br />Findine: Changes or alterations have been required in, or incorporated into, the Project <br />which avoid or substantially lessen the significant environmental effect identified in <br />the Final EIR to a less than significant level. <br />Facts in Support of Finding: The impact will be avoided or reduced based on the <br />following: <br />a. LAVWMA plans to expand its capacity. LAVWMA certified its expansion <br />plan EIR and approved the expansion in July 1998. Under [his plan, Pleasanton will <br />be entitled to 14.4 million gallons per day (MGD) of export capacity (aIlnost twice its <br />current entitlement). The LAV WMA expanded capacity should be available in <br />approximately 2003. The expanded capacity will accommodate the GHCBI Project <br />and future cumulative demand. <br />b. PUD Condition requires payment of connection fees to allow LAV WMA <br />to construct its expansion project. <br />c. The Development Agreement provides this guarantee. <br />13 <br />
