Findine: Changes or alterations have been required in, or incorporated into, the Project <br />which avoid or substantially lessen the significant environmental effect identified in <br />the Pinal EIR to a less than significant level. <br />Facts in Support of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. The GHCBI Project does not propose any development in the azea of the <br />sewer main and pump station as part of Phase I. <br />b. Mitigation measures will be implemented if during the Phase II consideration <br />of the public uses, the sewer main or pump station will be impacted. Any such future <br />uses and impacts will be subject to further environmental review. <br />2. Im acD Y D2. Cumulative increase in demand for treatment capacity. <br />Mitigation Measures: <br />Measure D2a. Require payment of connection fees. <br />Measure D26. Phase development so that demand for wastewater treatment capacity <br />does not exceed capacity available to the City of Pleasanton. <br />Measure D2c. Secure reservations/guarantees for capacity to ensure availability as <br />development occurs. <br />Measure D2d. Require water conservation measures. <br />Findine: Changes or alterations have been required in, or incorporated into, the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Pacts in Suproort of Findine: The impact will be avoided or reduced based on the <br />following: <br />a. The llSRSD/Pleasanton agreement provides for DSRSD [o expand treatment <br />capacity [o serve Pleasanton's demand from future development. DSRSD is preparing <br />a treatment plant master plan to provide additional capacity to meet anticipated <br />cumulative demand. Thus, the City reasonably anticipates that the DSRSD's <br />contractual obligation and capacity expansion plan will reduce or avoid [his impact. <br />b. Payment of the sewer connection fees as required by PUD Condition _ will <br />pay for capacity expansion made necessary by the GI ICBi Project. <br />c. The Development Agreement provides a guarantee to ensure that capacity <br />will be available as development occurs. <br />12 <br />
