Findine: Changes or alterations have been required in, or incotporated into, [he Project <br />which avoid or substantially lessen the significant environmental effect identified in <br />the Final E1R to a less than significant level. <br />Facts in Support of Findi~: The impact will be avoided or reduced based on the <br />following: <br />a. The GIICBI Project has been redesigned so that the San Francisco Water <br />Department will maintain its groundwater rights, and continue to pump groundwater to <br />serve Castlewood. No groundwater is proposed to be used for Phase I. No <br />groundwater is currently being proposed for Phase II, but if such a proposal is <br />considered in conjunction with the development of the public land, such proposal will <br />be subject [o future.review. <br />b. Mitigation measures related to a golf course are not necessary because a golf <br />course is not part of Phase I. In Phase II, if a golf course is considered as one of the <br />public uses, fiuther environmental review will occur at that time. <br />5. Imnact C5. Possible groundwater degradation through disturbance of existing wells <br />or percolation. <br />Mitigation Measures: <br />Measure CSa. The PiJD (Condition )requires geophysical surveys to locate any <br />abandoned or undiscovered wells and any pipe distribution systems remaining from <br />past municipal well fields within any areas directly affected by grading activity. If <br />prior abandonment of existing wells does not meet current standards, the developer <br />shall seal and destroy such wells in accordance with current standards. If additional <br />wells are discovered, they shall be removed or capped in place according to current <br />standards. <br />b. Mitigation measures related to a golf course are not necessary because a golf <br />course is not proposed as part of Phase I. In Phase II, if a golf course is considered as <br />one of the public uses, further environmental review will occur at that time. <br />10 <br />
