MODEL FOR SOLUTIONS <br /> <br />This model suggests behaviors to change from "Business as Usual" to <br />'Business for the Future.' k is offered to all those involved in the permitting <br />process in all of Alameda County and its cities. <br /> <br />WORKING TOGETHI~R.: Elected officials throughout Alameda <br />County demonstrate a commitment to economic development by <br />providing leadership and setting a tone within their organization <br />that supports partnerships between government and business. <br />Elected officials recognize the importance of public participation, but <br />also recognize the relationship between development and <br />maintaining the economic vitality of Alameda County and its cities. <br /> <br />The Alameda County EDAB adopts a model resolution based <br />upon its mission '*...to enhance the competitive economic position <br />of the County while maintaining its environment and quality of <br />life by encouraging business grovnh, maintaining a competitive <br />workforce, and building a positive business climate..." <br /> <br />Each cky's policy makers uses EDAB's model resolution as a <br />framework upon which to develop its own vision and mission <br />statements and goals, consistent with those of Alameda County. <br />The model resolution may be adopted as written, or modified to <br />respond to the specific and unique characteristics of a city. <br /> <br />Policies and goals have inaplementation strategies on how each <br />public employee will be involved in reaching the goal. <br /> <br />Each public employee understands the policies and goals of the <br />organZzation by means of leadership from policy makers and <br />management. An attitude of public service exists and is <br />maintained as the operating norm. The vision, mission, and goals <br />of each organizational unit are the basis for daily activities. <br /> <br />The business community participates actively in forming the <br />strategic direction of its city/county. Business leaders provide full <br />support for the partnering efforts. <br /> <br />The organizational structure and procedures are characterized by <br />flexibility and the capacity to deal successfully with change. The <br />speed of change is recognized as accelerating in todey's and <br />tomorrow's environment. <br /> <br />2 <br /> <br /> <br />
