II. <br /> <br />III. <br /> <br />ACKNOWLEDGEMENTS <br /> <br />The Economic Development Advisory Board (EDAB) appreciates the support <br />and participation of the Red Tape Round Table members. EDAB is also grateful <br />to the cities for their cooperation in providing responses to the questionnaires <br />and for their candid presentations to the Round Table. A special thanks goes to <br />the businesses who partidpated by taking time from their busy schedules to make <br />presentations to the Round Table and answer numerous questions regarding what <br />works well and what needs improvement in the permitting processes they and <br />others encounter. These participants are listed in Appendix A. <br /> <br />Special recognition goes to Supervisor Mary King who brought the Red Tape <br />Project home to Alameda County in an effort to facilitate change, and to David <br />Berger, Assistant Regional Manager of CH2M HILL, who served as Chairman of <br />the Red Tape Round Table and provided valuable leadership throughout the <br />project. <br /> <br />RED TAPE <br /> <br />Red Tape is a negative term describing involved bureaucratic procedures that <br />delay and complicate progress. <br /> <br />Origins of this term are not dear. One story attributes Red Tape to a religious <br />practice, many centuries ago, of attaching red ribbons to documents when <br />reviewed and approved. The more levels of handling, thus red ribbons, the more <br />important the document. <br /> <br />VISION AND MISSION STA'I'EMENT OF THE RED TAPE <br />ROUND TABLE <br /> <br />In discussing a plan of action, a central theme &veloped; Round Table members <br />wanted to look for ways to assist Alameda County and its local permitting <br />agencies with cutting red tape. In doing this, the intent is to make the regulatory <br />system work for all. Vision and mission statements were developed from these <br />discussions. <br /> <br />VISION: <br /> <br />To help make the regulatory system work for all. <br /> <br />MISSION STATEMENT: <br /> <br />To propose a clearer, easier, and fairer regulatory process to reduce the <br />complexity of doing business within Alameda County. <br /> <br />- 1 <br /> <br /> <br />
