B. ~ The development review process is clear and efficient. <br /> <br />Easy to understand brochures ate produced that describe the <br />process and submittal requirements for various types of projects. <br /> <br />Each customer is provided with all requirements for a project at <br />the earliest possible date, including the steps, an estimated <br />timeframe, and a range of the fees. <br /> <br />A single contact person (expediter) is assigned for all major or <br />complex projects at the outset and stays with the project until ks <br />completion. <br /> <br />A pie-application process is established where conceptual review of <br />a proiect will occur, affording the customer a preliminary <br />indication of issues and concerns from representatives of all <br />departments involved in the approval process. <br /> <br />A computerized permit tracking system is installed, which saves <br />time for the customer and for staff; it records and provides <br />important data easily. <br /> <br />Regular interdepartmental project review meetings are held to <br />facilitate processing, to encourage open communication, and to <br />mediate any disputes between and among departments regarding <br />code interpretations. <br /> <br />Design review programs are evaluated to ensure that the original <br />intent is still being met through the current process and decision- <br />making structure. Guidelines are developed and reviewed to <br />ensure that criteria maximize objectivlty, while encouraging <br />creativity and flexibility. <br /> <br />Parallel processing is provided whenever feasible to expedite <br />application processing, e.g., environmental and design review are <br />conducted concurrently, rather than sequentially. <br /> <br />Master environmental impact reports are produced whenever <br />possible as a means to expedite development in priority areas <br />designated by policy makers. They can then be updated and <br />augmented as needed to accommodate specific development <br />proposals as they arise. <br /> <br />- 3 <br /> <br /> <br />
