Maioritv Vote Reouired A majority of the members present is required to takc action, cxcept for ordinances, appointments to beards and commissions, and changes to these policies and procedures, all of which require three affn'ma~ve votes in order for action to be taken. 3. Electronic Votin~ Any Councilmember may request the vote on an item be taken by activating individual voting switebes; otherwise the Presiding Officer shall request a voice vote. When all members have voted electronically, the City Clerk shall display the votes slmnitaneously on the display panel. 4. Silence During a collective voice vote, silence of any member denotes an affirmative vote. 5. Abstinence During a voice or electronic vote, to abstain is considered a vote with the majority unless the Councilmember has declared a conflict of interest. F. Tie VOtes If there are no vacancies on the Council, and ff all Councilmembers are not present, a tie vote on a motion shall be carried forward to the next meeting at which all Councilmembers are present. If all Councilmembers are present, but one or morn Councilmembers abstain, or if there is a vacancy on the City Council: As to any matter which the City Council is required by law to take final action, a fie vote on a motion shall be considered no action. As to any matter which the City Council is considerhag on appeal, a tie vote on a motion shall be deemed no action and the decision which was appealed shall stand. Any person whose application is not approved or is denied as a remit of this policy may reapply in accordance with the Pleasanton Municipal Code.
