Maioritv Vote Reouired <br /> <br />A majority of the members present is required to takc action, cxcept for <br />ordinances, appointments to beards and commissions, and changes to these <br />policies and procedures, all of which require three affn'ma~ve votes in order for <br />action to be taken. <br /> <br />3. Electronic Votin~ <br /> <br />Any Councilmember may request the vote on an item be taken by activating <br />individual voting switebes; otherwise the Presiding Officer shall request a voice <br />vote. When all members have voted electronically, the City Clerk shall display <br />the votes slmnitaneously on the display panel. <br /> <br />4. Silence <br /> <br />During a collective voice vote, silence of any member denotes an affirmative <br />vote. <br /> <br />5. Abstinence <br /> <br />During a voice or electronic vote, to abstain is considered a vote with the <br />majority unless the Councilmember has declared a conflict of interest. <br /> <br />F. Tie VOtes <br /> <br />If there are no vacancies on the Council, and ff all Councilmembers are not <br />present, a tie vote on a motion shall be carried forward to the next meeting at <br />which all Councilmembers are present. <br /> <br />If all Councilmembers are present, but one or morn Councilmembers abstain, or <br />if there is a vacancy on the City Council: <br /> <br />As to any matter which the City Council is required by law to take final <br />action, a fie vote on a motion shall be considered no action. <br /> <br />As to any matter which the City Council is considerhag on appeal, a tie <br />vote on a motion shall be deemed no action and the decision which was <br />appealed shall stand. <br /> <br />Any person whose application is not approved or is denied as a remit of <br />this policy may reapply in accordance with the Pleasanton Municipal <br />Code. Nothing contained in this policy shall proMbit a Councilmember <br />who could not participate in the original decision due to a conflict of <br /> <br />16 <br /> <br /> <br />
