D, <br /> <br />SECTION VII (Continued) <br /> <br />Types of Motions <br /> <br />Motiota shall be made and amended in accordance with Robert's Rules of Order. <br />Generally, once a motion has been made and seconded, the Council may consider further <br />motions to mend, substitute, postpone, or table the original motion. <br /> <br />See appendix A for a description of the most commonly made further motions. <br /> <br />Debate of Motions <br /> <br />1. Geuing the floor <br /> <br />Every member desiring to speak on a motion that has been seconded shall addross <br />the Presiding Officer, and, upon recognition, shall confine him/herself to th~ <br />question under debate, avoiding personalities and indecorous ienguage. Once <br />recognized, the Councilmember shall not be interrupted unless to call him/her to <br />order, or as heroin otherwise provided. <br /> <br />2, Privilote of closina debam <br /> <br />After masonable debate has been conducted, the Presiding Officer shall call for <br />the question that will begin the voting procedure. <br /> <br />Voting Policies <br /> <br />1. Presence for Vote <br /> <br />Any m~raber of the Council, once having answered the call of the roll or <br />having been noted by the City Clerk as being present at a meeting, shall <br />advise the Presiding Officer prior to leaving the Council Chambers for the <br />remainder of a meeting. <br /> <br />A member of the Council, once haviv8 answered the call of the roll or <br />having been noted by the City Clerk as being present at a meeting, and not <br />excused as heroin provided, has an obligation to vote on each and every <br />matter considered by the Council even though he or she may temporarily <br />be absent fwm the Council Chambers. <br /> <br />The vote on any matter being considered by the Council may be delayed <br />by the Presiding Officer until all members of the Council who are present <br />for a meeting and not excused as heroin provided are present at the <br />Council table. <br /> <br />Notwithstanding other pwvisions of these policies, no Councilmember can <br />be fomed to vote. <br /> <br />15 <br /> <br /> <br />
