Generally, once a motion has been made and seconded, the Council may consider further motions to mend, substitute, postpone, or table the original motion. See appendix A for a description of the most commonly made further motions. Debate of Motions 1. Geuing the floor Every member desiring to speak on a motion that has been seconded shall addross the Presiding Officer, and, upon recognition, shall confine him/herself to th~ question under debate, avoiding personalities and indecorous ienguage. Once recognized, the Councilmember shall not be interrupted unless to call him/her to order, or as heroin otherwise provided. 2, Privilote of closina debam After masonable debate has been conducted, the Presiding Officer shall call for the question that will begin the voting procedure. Voting Policies 1. Presence for Vote Any m~raber of the Council, once having answered the call of the roll or having been noted by the City Clerk as being present at a meeting, shall advise the Presiding Officer prior to leaving the Council Chambers for the remainder of a meeting. A member of the Council, once haviv8 answered the call of the roll or having been noted by the City Clerk as being present at a meeting, and not excused as heroin provided, has an obligation to vote on each and every matter considered by the Council even though he or she may temporarily be absent fwm the Council Chambers. The vote on any matter being considered by the Council may be delayed by the Presiding Officer until all members of the Council who are present for a meeting and not excused as heroin provided are present at the Council table. Notwithstanding other pwvisions of these policies, no Councilmember can be fomed to vote. 15
