SECTION VI (Continued) <br /> <br />Council Deliberation and Action <br /> <br />After determining that no other member of the public wishes to speak, the <br />Presiding Officer shall declare the public bearin4,~ and commem opportunity <br />closed. and return the mawr to Council for deliberation and action. <br />Thereafter, no additional testimony shall be received by the Cou~il as to <br />the item except the Council may direct questions to staff, the applicant, or <br />to other members of the public before t~l~ing action or upon reopening the <br />public hearing or comment opportunity. <br /> <br />The Council shall take action, ff appropriate, on the matter. The Council <br />may discuss/debate the mater before taking action. The Council may at <br />any time continue the matter if additional information is necessary. <br /> <br />Permittix~ Public Comment After a Motion <br /> <br />After a motion has been made and seconded, the Presiding Officer rmay <br />pennR further public cowanent on the motion, provided no Councilmember <br />objects. The purpose of this opportunity shall be for the public, including <br />the applicant]appellant, to address matters specific to the motion, and not <br />to restate prior testimony. <br /> <br />After all such comment is heard, the Presiding Officer shall reclose the <br />public comment oppommity and then follow the procedures in Section <br />VI.B.3.b., above. <br /> <br />VH. RULES OF DEBATE <br /> <br />A. General <br /> <br />The Presiding Officer shall request a motion. If a motion is made and seconded, all <br />Councilmembers will have an opportunity to state an opinion on the motion. Once all <br />Councilmembers who wish ~ be heard on the motion have spoken, the Presiding Offtcer <br />shall call the question. <br /> <br />B. Councilmembers/Presiding Officer Right To Debate <br /> <br />Any Councilmember, including the Presiding Officer, may make, second, and debate <br />motions. <br /> <br />14 <br /> <br /> <br />
