SECTION VI (Continued) <br /> <br />Review of Written Material/Oral Presentations <br /> <br />Generally, this includes review and ~ing of staff reports and other written <br />material included in the Council agenda packet. Written material from <br />staff shall be submitted to Council in accordance with Section HI. F. <br />Members of the public are encouraged to provide any written material to <br />the Council in advance of the Council meeting. Whenever possible <br />Councilmembers shall try to obtain clarification or answers to questions <br />before the meeting. <br /> <br />b. An oral report may be presented by a City staff member. <br /> <br />Staff responds to Councilmember questions, comments, and concerns, ff <br />any. <br /> <br />Public Hearin.~/Comment <br /> <br />The purpose of the public bearing and public comment is to provide an <br />opportunity for the public to be heard in support of or in opposition to the <br />matter. In general, the order of speakers for public hearings should be: <br /> <br />Project/issue applicant or spokesperson. <br />Members of the public speaking on the project/application. <br />Rebuttal by applicant or spokesperson. <br /> <br />No person may speak without fast being recognized by the Presiding <br />Officer. The Presiding Officer shall insh'uet speakers to: <br /> <br />Complete a speaker card with the speaker's name, address, and <br />phone number; <br />Speak from the pedium; <br />Give the speaker's name and address before starting the <br />presentation; <br />Keep comments within specified time limits, if any; <br />Avoid repetition; and <br />Direct any questiota or comments to the Council. <br /> <br />Members of the Council my ask questions of speakers, of each other, or <br />of staff, during the public hearing or during the public comment portion <br />of the agenda item to obtain information, but should not express at that <br />time personal opinion or debate the merits of the imm under consideration. <br /> <br />Prior to Council deliberation, an effort will be made to answer questions <br />from all speakers. <br /> <br />13 <br /> <br /> <br />
