SECTION V (Continued) <br /> <br />Disorderly Conduct <br /> <br />Any person whose conduct disrupts the Council meeting or its orderly consideration of <br />the public's business may be barred from the meeting by the Presiding Officer, unless <br />permission to continue is granted by a majority vote of the Council. <br /> <br />The Chief of Police or his or her representative shall, at the direction of the Presiding <br />Officer, enforce these provisions. <br /> <br />Point of Order <br /> <br />The Presiding Officer shall determine all points of order, subject to the fight of any <br />member to appeal as heroin defined. <br /> <br />Motion to Be Stated <br /> <br />The Presiding Officer shall state all motions submitted for a vote and announce the result. <br />An electronic roll call vote shall be taken upon the request of any member. <br /> <br />Actions Limited to Posted Auenda/Items Too Late For Alenda <br /> <br />The City Council shall not take action or discuss any item not appearing on the posted <br />agenda except as permitted by the Brown Act. <br /> <br />The Brown Act permits the Council to take action on an item not appearing on the posted <br />agenda under the following conditions. Prior to discussing any item pursuant m this <br />subsection, the Council shall publicly identify the item. <br /> <br />Upon a determination by a majority vote of the Council that an emergency <br />situation exisls, as defined in Government Code, § 54956.5. <br /> <br />Upon a determination by a two-thirds vote of the Council, or, if less than two- <br />thirds of the members are present, a unanimous vote of those members present, <br />that them is a need to mice irmnediate action and that the need for action came to <br />the attention of the Council subsequent to the agenda being posted as specified in <br />Section III.E. <br /> <br />The item was posted pursuant to Section III.E. for a prior meeting of the Council <br />occurring not more than five calendar days prior to the date action is taken on tim <br />item. and at the prior meeting the item was continued to the meeting at which <br />action is being taken. <br /> <br />When an item arises during a regular meeting which requires Council action, but which <br />is not listed on the posted agenda and cannot be added to the agenda as described above, <br /> <br />11 <br /> <br /> <br />
