SECTION IV (Continued) <br /> <br />J. Ouorum <br /> <br />Three members of the Council shah constitute a quorum necessary m transact business. <br />In the event a quorum is not in attendance, those attending will be named in the minutes <br />and shall adjourn the meeting to a later set time. <br /> <br />K. City Council Attendmice <br /> <br />A Councilmember must request the Mayor W issue an "excused absence" when he or she <br />is unable to attend or it will be noted in the minutes as an unexcused absence. <br /> <br />L. Ouali~cation to Vote <br /> <br />Every Councilmember shall have the opportunity to vote on any issue, except that a <br />Councilmember who has a conflict of interest regarding a matter being considered by the <br />Council shall declare the conflict, refrain from participating in the Council' s delihemtions <br />and decision concerning that matter, and remove him/herself from the Chamber while the <br />matter is under consideration. A Councilmember so excusing him/herself shall not be <br />allowed to vote on such matter and shall not discuss the matter at any time with any other <br />Councilmember. <br /> <br />V. MEETING PROCEDURES <br /> <br />A. Call To Order <br /> <br />The Mayor or Vice Mayor shall call the meetin~ to order at the hour appointed. In the <br />absence of both, the meeting shall be called to order by the City Clerk and those <br />Councilmembers present shall proceed to elect a temporary Presiding Officer. <br /> <br />B. Preservation of Order <br /> <br />The Presiding Officer shall preserve order and decorum, shall prevent verbal attacks on <br />Councilmembers, staff, and/or citizem, and shall confine debate to the item under <br />discussion. Councilmembers shall not delay or interrupt the proceedings nor disturb <br />another Councilmember while speaking. <br /> <br />C. Soeaker Cards <br /> <br />All speakers are requested to complete a speaker card and to submit the card to the City <br />Clerk prior to the item being heard, showing the spcaker's name, address, telephone <br />number, and agcnda item. This informa~on shail be used to ensure aeeusacy ofminutes, <br />and will not be retained after the minutes have been approved by the Council. <br /> <br />10 <br /> <br /> <br />
