Hayward to Livermore <br /> <br />These routes each have lO-minute headways. The plan does not specify what agency would <br />operate the express routes. To serve the Altamon! Pass commute, it is anticipated that the <br />San Joaquin Regional Transit District will offer express bus service to various locations in <br />the Bay Area. <br /> <br />Freight Transportation <br /> <br />Freight transportation provides an important contribution to the economy. As-such, it is <br />both necessary and appropriate that the plan give strategic priority to the movement of <br />freight. To highlight the strategic importance of freight transportation, this plan designates <br />1~580 as a Critical Freight Route and 1-680 as a Major Freight Route. These designations <br />are consistent with the Alameda County Long-Range Transportation Plan. Truck volume <br />studies show that 14580 at the Altament Pass carries more than 20,000 trucks each weekday <br />while 1-680 at the Sunol Pass carries more than 15,000 trucks per day. <br /> <br />As a Critical Freight Route, 1-580 should be accorded priority for inrermodal funding un- <br />der ISTEA. Also, 1-580 should be operated in a manner that ensures that freight can be <br />moved with maximum efficiency. To this end, expenditure priority should be given to <br />those operational improvements necessary to prevent the encroachment of commute traffic <br />from congesting Critical Freight Routes during midday hours (defined as from 9:00 AM to <br />3:00 PM). As a Major Freight Route, 1-680 should be given consideration for imerrnoclal <br />funding under ISTEA. <br /> <br />One transportation management strategy to be evaluated further and considered later is to <br />implement ramp metering during midday hours, as necessary, to maintain acceptable <br />speeds on 1-580 and 1-680. At such time as environmental review is conducted for a sys- <br />tem.wide ramp metering plan for the Tri-Valley, ramp metering during midday hours to <br />maintain smooth freight movements should also be considered. <br /> <br />18 April 2000 <br /> <br />Page 33 <br />
