<br />PROPOSAL FOR <br />Adoption <br /> <br />9. Action Plan (Updated) <br /> <br />The Action Plan lists planned improvements along each route of regional significance. The <br />T ransport3rion Plan recommendations are distilled into distinct action statements for each <br />route of regional significance. Potential actions are also listed. These were considered by <br />the TVTC and serve as background to the recommended actions. TIle Action Plan also in. <br />eludes a list of responsible agencies to implement the actions for each route of regional sig- <br />nificance. <br /> <br />Regional Adion. <br /> <br />Listed below are regional actions that are intended to reduce congestion and improve effi- <br />ciency on the regional transportation system. These actions are broader in nature than the <br />route-specific actions identified in the following subsection. Implementation of regional <br />actions requires a coordination effort among local jurisdictions and regional agencies. The <br />TVTC jurisdictions, while not able to implement all of these actions directly, agree to use <br />every opportunity to work cooperatively with responsible agencies, including Caltrans, <br />BART and MTC, toward their successful implementation. <br /> <br />1. Increase A VR for peak hour trips from 1.1 to 1.1thcough increased number or fre. <br />quency of express buses, new HOV lanes, other transit improvements and local TDM <br />programs. <br /> <br />2. Improve the operational efficiency of freeways and arterial streets through effective <br />corridor management strategies. These strategies could include traffic operations sys- <br />tems and ramp metering, provided studies show that metering would effectively reduce <br />overall delay within the corridor and not adversely affect operations of adjacent inter- <br />sections. Provide HOV bypass lanes wherever space permits. <br /> <br />3. SuppOrt growth that achieves an overall jobs-housing balance within the Tri-Valley. <br /> <br />4, Support new funding sources to support commute alternatives and fund for needed <br />transportation projects. The extension of county sales tax measures is one potential <br />source of such funding. The State legislature has also passed enabling legislation that <br />would allow MTC to propose a regional gasoline tax to the people of the Bay Area that <br />would focus on providing increased funding for commute alternatives and other trans- <br />portation projects. <br /> <br />18 April 2000 <br /> <br />Page 34 <br />
