WHEREAS, the City Council, at its meeting of October 30, 1974, con- <br /> sidered the reports of Kennedy Engineers and the various <br /> alternatives discussed in said reports and indicated that <br /> alternative 2-b was deemed to be the best apparent project <br /> and requested State funding of said project subject to a <br /> variety of conditions relating to expansion of and the <br /> exercise of powers over the Valley Community Services <br /> District plant, and indicated if alternative 2-b could not <br /> be accomplished, then, the City Council retained its op~on <br /> to request funding from the State to pursue alternative <br /> 5-b (a copy of Resolution No. 74-212 is attached hereto <br /> <br /> and incorporated herein by reference as Exhibit A); and <br /> <br />WHEREAS, on April 14, 1975, the City Council adopted Resolution <br /> No. 75-74, reiterating that alternatives 2-b and 5-b <br /> represented the most feasible methods by which the City <br /> could meet the water quality objectives of the State <br /> Water Resources Control Board and the Regional Water <br /> quality Control, San Francisco Bay Area (a copy of said <br /> Resolution No. 75-74 is attached as Exhibit B and incor- <br /> porated herein by reference); and <br /> <br />WHEREAS, on April 28, 1975, the City Council adopted Resolution <br /> No. 75-89, whereby the City Council determined that the <br /> preliminary grant amount and conditions proposed by the <br /> State in relation to the proposed expansion of the V.C.S~I. <br /> sewage treatment plant would not be sufficient to serve <br /> the needs of the City of Pleasanton and, thus, authorized <br /> the staff to apply to the Regional Water Quality Control <br /> Board, San Francisco Bay Area, for discharge standards <br /> for alternative 5-b (a copy of said resolution is attached <br /> hereto as Exhibit C and incorporated herein by reference) <br /> and <br /> <br />WHEREAS, Pacific Environmental Laboratory on behalf of Kennedy <br /> Engineers and the City of Pleasanton has prepared an <br /> <br />-2- <br /> <br /> <br />
