WHEREAS, the City Council, at its meeting of October 30, 1974, con- sidered the reports of Kennedy Engineers and the various alternatives discussed in said reports and indicated that alternative 2-b was deemed to be the best apparent project and requested State funding of said project subject to a variety of conditions relating to expansion of and the exercise of powers over the Valley Community Services District plant, and indicated if alternative 2-b could not be accomplished, then, the City Council retained its op~on to request funding from the State to pursue alternative 5-b (a copy of Resolution No. 74-212 is attached hereto and incorporated herein by reference as Exhibit A); and WHEREAS, on April 14, 1975, the City Council adopted Resolution No. 75-74, reiterating that alternatives 2-b and 5-b represented the most feasible methods by which the City could meet the water quality objectives of the State Water Resources Control Board and the Regional Water quality Control, San Francisco Bay Area (a copy of said Resolution No. 75-74 is attached as Exhibit B and incor- porated herein by reference); and WHEREAS, on April 28, 1975, the City Council adopted Resolution No. 75-89, whereby the City Council determined that the preliminary grant amount and conditions proposed by the State in relation to the proposed expansion of the V.C.S~I. sewage treatment plant would not be sufficient to serve the needs of the City of Pleasanton and, thus, authorized the staff to apply to the Regional Water Quality Control Board, San Francisco Bay Area, for discharge standards for alternative 5-b (a copy of said resolution is attached hereto as Exhibit C and incorporated herein by reference) and WHEREAS, Pacific Environmental Laboratory on behalf of Kennedy Engineers and the City of Pleasanton has prepared an -2-
