and meetings with state and national legislative leaders; and WHEREAS, funding at sewage facilities is dependent upon state and federal funding of 87.5% of the costs of development and construction of said facilities; and WHEREAS, the City is located in the Livermore-Amdor Valley which is designated an air-impacted area; and WHEREAS, the state and federal agencies responsible for allocating and administering sewage grant monies have adopted the concept of funding projects on the basis of population in order to minimize further air quality degradation; and WHEREAS, the State Department of Finance has by its latest calcu- lations (using an E-O population projection II series) determined that Pleasanton should contain, for funding purposes, no more than approximately 48,700 individuals by 1996; and WHEREAS, the Environmental Protection Agency has indicated that communities desiring federal funding will have to indi- cate their willingness to adopt mitigation measures; and I~HEREAS, the adoption of population figures in line with those of the state is deemed to be a mitigation measure based upon existing environmental constraints; and WHEREAS, the Planning Commission considered a staff report dated October 24, 1975, together with attached exhibits, in order to make a recommendation to the City Council; and ~IEREAS, members of the public were allowed to present their views regarding the staff report and recommendations therein; and T~{EREAS, the Planning Commission, after taking testimony, adopted Eesolution No. 1376 (A Resolution Recommending the Establishment of Population Bench Marks to the Tentative- ly Adopted General Plan); and WHEREAS, the City Council held a special meeting on November 3, -2-
