and meetings with state and national legislative leaders; <br /> and <br /> <br /> WHEREAS, funding at sewage facilities is dependent upon state and <br /> federal funding of 87.5% of the costs of development and <br /> construction of said facilities; and <br /> <br /> WHEREAS, the City is located in the Livermore-Amdor Valley which <br /> <br /> is designated an air-impacted area; and <br /> <br /> WHEREAS, the state and federal agencies responsible for allocating <br /> and administering sewage grant monies have adopted the <br /> concept of funding projects on the basis of population in <br /> <br /> order to minimize further air quality degradation; and <br /> <br />WHEREAS, the State Department of Finance has by its latest calcu- <br /> lations (using an E-O population projection II series) <br /> determined that Pleasanton should contain, for funding <br /> purposes, no more than approximately 48,700 individuals <br /> by 1996; and <br /> <br />WHEREAS, the Environmental Protection Agency has indicated that <br /> communities desiring federal funding will have to indi- <br /> <br /> cate their willingness to adopt mitigation measures; and <br />I~HEREAS, the adoption of population figures in line with those of <br /> <br /> the state is deemed to be a mitigation measure based upon <br /> existing environmental constraints; and <br /> <br />WHEREAS, the Planning Commission considered a staff report dated <br /> October 24, 1975, together with attached exhibits, in <br /> <br /> order to make a recommendation to the City Council; and <br /> <br />~IEREAS, members of the public were allowed to present their views <br /> regarding the staff report and recommendations therein; <br /> and <br /> <br />T~{EREAS, the Planning Commission, after taking testimony, adopted <br /> Eesolution No. 1376 (A Resolution Recommending the <br /> Establishment of Population Bench Marks to the Tentative- <br /> ly Adopted General Plan); and <br /> <br />WHEREAS, the City Council held a special meeting on November 3, <br /> <br />-2- <br /> <br /> <br />
