CITY COUNCIL <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 75-236 <br /> <br /> A RESOLUTION ESTABLISHING POPULATION BENCHMARKS FOR <br /> INCLUSION IN THE TENTATIVELY ADOPTED GENERAL PLAN AND <br /> AUTHORIZING THE PREPARATION OF AN I~PLEMENTATION PROGRAM <br /> <br />WHEREAS, the City Council tentatively adopted a new General Plan <br /> on December 17, 1973 which attempted to indicate contem- <br /> plated development within the community within the next <br /> twenty years; and <br /> <br />WHEREAS, said general plan established an ultimate holding capazity <br /> of 76,000 people pursuant to recommendations of the <br /> Citizens Review Committee; and <br /> <br />WHEREAS, a final plan has not been adopted pending the outcome of <br /> an economic analysis and development of additional manda- <br /> tory elements to the General Plan; and <br /> <br />WHEREAS, the attainment of the development goals in said General <br /> Plan is contingent upon the existence of adequate sewage <br /> facilities to accommodate said development; and <br /> <br />W}IEREAS, the City has been working with Valley Community Services <br /> District, the State Water Resources Control Board, and <br /> the Environmental Protection Agency in an endeavor to <br /> ensure that sufficient provision will be made for sewage <br /> facilities to accommodate the City's antiquated sewage <br /> treatment plant (Sunol) as well as reasonable residential, <br /> industrial and commercial development; and <br /> <br />WHEREAS, the City Council by Resolution No.74-212retained the <br /> option of constructing its own sewage treatment plant <br /> should consolidation with Valley Community Services <br /> District become impractical and said project is known as <br /> Alternative 5-b; and <br /> <br />WHEREAS, the City has undertaken every available mechanism to <br /> establish the needed sewage facilities including, but not <br /> limited to, litigation against Valley Community Services <br /> District, meetings with local, state and federal agencies, <br /> <br /> <br />
