WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />#C-75-0729 AJZ; and <br /> <br />subsequent to said suit negotiations occurred between <br />representatives of the Sierra Club and representatives <br />of the State, including Governor Edmund G. Brown, Jr.; <br /> <br />and <br /> <br />as a result of <br />reached in the <br /> <br />said negotiations a compromise was <br />aforementioned suit whereby Interstate <br />580 would be improved between Dublin-City of Pleasanton <br />and Hayward with eight lanes but only three lanes of <br />traffic would be permitted in each direction. The <br />fourth lane would be camouflaged to be used for vehicu- <br />lar traffic purposes at a later date. The compromise <br />also provided for a rapid transit facility in the mid- <br />dle between the East-West vehicular sections; and <br />the City Council of the City, representing the citi- <br />zenry of the City of Pleasanton, has consistently <br />advocated eight lanes; and <br />said compromise has not received any additional environ- <br />mental impact studies or public hearings to assess the <br />air quality impacts of said compromise; and <br />it has been the position of the City that the construct- <br />ion and use of eight lanes is necessary to handle <br />traffic flows thru the Livermore-Amador Valley in order <br />to alleviate the build-up of exhaust emissions due to <br />congestion in the area between Dublin-Pleasanton and <br />Hayward; and <br />the City Council is still of the opinion, notwithstand- <br />ing the aforementioned settlement, that full use of the <br />eight lanes presently being constructed would be most <br />beneficial to the Livermore-Amador Valley; and <br />representatives of the City Council have consistently <br />met with members of groups and other individuals to <br />obtain full use of the aforementioned eight lanes to be <br />constructed; <br /> <br />-2- <br /> <br /> <br />
