WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, #C-75-0729 AJZ; and subsequent to said suit negotiations occurred between representatives of the Sierra Club and representatives of the State, including Governor Edmund G. Brown, Jr.; and as a result of reached in the said negotiations a compromise was aforementioned suit whereby Interstate 580 would be improved between Dublin-City of Pleasanton and Hayward with eight lanes but only three lanes of traffic would be permitted in each direction. The fourth lane would be camouflaged to be used for vehicu- lar traffic purposes at a later date. The compromise also provided for a rapid transit facility in the mid- dle between the East-West vehicular sections; and the City Council of the City, representing the citi- zenry of the City of Pleasanton, has consistently advocated eight lanes; and said compromise has not received any additional environ- mental impact studies or public hearings to assess the air quality impacts of said compromise; and it has been the position of the City that the construct- ion and use of eight lanes is necessary to handle traffic flows thru the Livermore-Amador Valley in order to alleviate the build-up of exhaust emissions due to congestion in the area between Dublin-Pleasanton and Hayward; and the City Council is still of the opinion, notwithstand- ing the aforementioned settlement, that full use of the eight lanes presently being constructed would be most beneficial to the Livermore-Amador Valley; and representatives of the City Council have consistently met with members of groups and other individuals to obtain full use of the aforementioned eight lanes to be constructed; -2-
