WHEREAS, the Council provided an opportunity for members of the public to speak to the Council on the question of consoli- dation of the Fire service and Police service into the proposed Department of Public Safety; and ~IHEREAS, it is the responsibility of the City Council to consider the recommendations for reorganization of offices, posi- tions and departments in order to determine if said reorganization provides for a more efficient, effective and economical conduct of the City's business; and after the receipt of the City Manager's report, the testi- mony of the Acting Director of Public Safety and Adminis- trative Captain of Fire Service and receipt of public testimony, the City Council considered said report, testi- mony and information distributed by the International Association of Fire Fighters, Local 1974; and the City Council was advised that the City Manager and representatives of his office have had discussions with representatives of the International Association of Fire Fighters, Local 1974, in order to explain the reasons for reorganization of the Fire service and Police services into the proposed Department of Public Safety; and the Acting Director of Public Safety has provided on numerous occasions during the 13-month period since the initial consolidation of the Police and Fire Services into a Department of Public Safety opportunities for the leader- ship and members of the Union to meet with him and members of the Fire Division and administrative staff, including attendance at staff meetings held between the Acting Director of Public Safety and members of the Fire Division staff, in order to discuss the proposed Department of Public Safety and the effect which it would have upon the operation of the Fire Services Division; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE AS FOLLOWS: Section 1.
