WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />three additional firemen have been retained in order to <br />remove three of the Fire Captains from shift duty in order <br />to give them greater ability to manage their respective <br />activities including fire suppression; and <br />it has been the City's experience in the past thirteen <br />months that the consolidation of Police and Fire services <br />into a single Department of Public Safety has established <br />greater over-all management control of the activities of <br />both the Police division and the Fire division; and <br />said temporary consolidation has improved the efficiency, <br />economy and coordination between the departments by allow- <br />ing them to establish joint goals and objectives as they <br />relate to public safety, problems affecting both the Police <br />and Fire services have been identified and solutions to <br />the same have been sought from an over-all program stand- <br />point as opposed to from an individualized department <br />standpoint and has allowed for complementary activities <br />to occur between the departments which has enabled the <br /> <br />City to maximize the use of both Police and Fire services <br />and personnel available to said services; and <br />the City Manager, at the City Council meeting of January 26, <br />1976, presented to the City Council a memorandum dated <br />January 5, 1976 regarding approval of current public <br />safety organization which set forth the criteria for <br />establishment of the Public Safety Department on a tempo- <br />rary basis and the benefits which have been derived in <br />the administration of the Police and Fire services as a <br />result of said temporary consolidation; and <br />the Acting Director o{ PuBlic Sa£ety and the Administrative <br />Captain of the Fire services testified to Council the ad- <br />vantages in administering the two departments and coordi- <br />nating the functions of the departments which has occurred <br />as a result of the temporary consolidation of the Police <br />and Fire services into the Department of Public Safety; and <br /> <br />-3- <br /> <br /> <br />
