WHEREAS, WHEREAS, WHEREAS, WHEREAS, three additional firemen have been retained in order to remove three of the Fire Captains from shift duty in order to give them greater ability to manage their respective activities including fire suppression; and it has been the City's experience in the past thirteen months that the consolidation of Police and Fire services into a single Department of Public Safety has established greater over-all management control of the activities of both the Police division and the Fire division; and said temporary consolidation has improved the efficiency, economy and coordination between the departments by allow- ing them to establish joint goals and objectives as they relate to public safety, problems affecting both the Police and Fire services have been identified and solutions to the same have been sought from an over-all program stand- point as opposed to from an individualized department standpoint and has allowed for complementary activities to occur between the departments which has enabled the City to maximize the use of both Police and Fire services and personnel available to said services; and the City Manager, at the City Council meeting of January 26, 1976, presented to the City Council a memorandum dated January 5, 1976 regarding approval of current public safety organization which set forth the criteria for establishment of the Public Safety Department on a tempo- rary basis and the benefits which have been derived in the administration of the Police and Fire services as a result of said temporary consolidation; and the Acting Director o{ PuBlic Sa£ety and the Administrative Captain of the Fire services testified to Council the ad- vantages in administering the two departments and coordi- nating the functions of the departments which has occurred as a result of the temporary consolidation of the Police and Fire services into the Department of Public Safety; and -3-
