~E~AS, <br /> <br />~E~AS, <br /> <br />WHEPdZAS , <br /> <br />W~{EREAS , <br /> <br />~jEihv, AS, <br /> <br />Wt{EREAS, <br /> <br />due to the resignation of the Fire Chief in December of <br />1974, the City Manager undertook temporary action to con- <br />solidate the management functions of the Police Depart- <br />ment and the Fire Department into a proposed Department <br />of Public Safety and appointed the Chief of Police as <br />the Acting Director of Public Safety; and <br />the initial purpose for establishing the Department of <br />Public Safety was to establish a direct management link <br />between Police and Fire services in order to achieve a <br />coordinated approach to planning and delivery of public <br />safety services as opposed to the continued existence of <br />two separate organizational entities which independently <br />define their own mission, structure and service delivery <br />systems independent of each other and without considera- <br />tion to the manner in which each service might complement <br />the other service; and <br />the initial structuring of the proposed Department of <br />Public Safety has established two separate divisions - <br />the Police Division and the Fire Division - under the <br />administrative control of the Acting Director of P~blic <br />Safety; and <br />the Police Division is under the direction of a middle- <br />management team consisting of a Police Captain and Police <br />Lieutenant and augmented by other officers on special <br />assignment; and <br />the Fire Division is under the direction of a middle- <br />management team consisting of an Administrative Captain <br />Suppression Captain, Special Services Captain and Fire <br />Prevention Officer; and <br />the individuals occupying the positions of Police Captain <br />in the Police Division and Administrative Captain in the <br />Fire Division are qualified by previous training and ex- <br />perience in their respective field to perform the tasks <br />of Police Chief and Fire Chief as more particularly set <br />forth in §§38630 and 38611 of the Government Code on an <br /> <br />acting basis, <br /> -2- <br /> <br /> <br />
