~E~AS, ~E~AS, WHEPdZAS , W~{EREAS , ~jEihv, AS, Wt{EREAS, due to the resignation of the Fire Chief in December of 1974, the City Manager undertook temporary action to con- solidate the management functions of the Police Depart- ment and the Fire Department into a proposed Department of Public Safety and appointed the Chief of Police as the Acting Director of Public Safety; and the initial purpose for establishing the Department of Public Safety was to establish a direct management link between Police and Fire services in order to achieve a coordinated approach to planning and delivery of public safety services as opposed to the continued existence of two separate organizational entities which independently define their own mission, structure and service delivery systems independent of each other and without considera- tion to the manner in which each service might complement the other service; and the initial structuring of the proposed Department of Public Safety has established two separate divisions - the Police Division and the Fire Division - under the administrative control of the Acting Director of P~blic Safety; and the Police Division is under the direction of a middle- management team consisting of a Police Captain and Police Lieutenant and augmented by other officers on special assignment; and the Fire Division is under the direction of a middle- management team consisting of an Administrative Captain Suppression Captain, Special Services Captain and Fire Prevention Officer; and the individuals occupying the positions of Police Captain in the Police Division and Administrative Captain in the Fire Division are qualified by previous training and ex- perience in their respective field to perform the tasks of Police Chief and Fire Chief as more particularly set forth in §§38630 and 38611 of the Government Code on an acting basis, -2-
