WHEREAS, the centralization of existing and future human services <br /> activities into a single organizational unit would allow <br /> responsibility for human services to be established and <br /> allow a coordinated program to be developed; and <br /> <br />WHEREAS, the City Manager submitted a "Human Services Report" to <br /> the City Council at the meeting of January 12, 1976, which <br /> presented a detailed proposal for involving the City of <br /> Pleasanton in a human resources program by the reorgani- <br /> zation of the Recreation Department, elimination of the <br /> Community Concerns Committee and the establishment of a <br /> Human Services Commission; and <br /> <br />WHEREAS, the City Council considered said report at its meetings of <br /> January 12 and 26, 1976, together with a supplemental <br /> report from the City Manager dated January 21, 1976, and <br /> public testimony; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> RESOLVE AS FOLLOWS: <br /> <br />Section 1. The City of Pleasanton has a major responsibility for <br /> Providing for human service needs within its corporate <br /> boundaries and endeavours to provide for those needs, <br /> recognizing that there are funding, financial and physi- <br /> cal limitations upon the City's ability to meet every <br /> need. <br /> <br />Section 2. In accordance with the purposes, programs, and organi- <br /> zational structure set forth in the City Manager's "Human <br /> Services Report," attached hereto as Exhibit "A" and <br /> incorporated herein by reference, the City Council author- <br /> izes the following: <br /> <br /> a. The reorganization of the Recreation Department into <br /> <br /> the Department of Human Resources. <br /> <br /> b. The pursuance of additional staff personnel for <br /> human resources through ACAP/ACTEB's technical <br /> assistance program. <br /> <br /> c. The creation of an eight-member Human Services <br /> <br /> -2- <br /> <br /> <br />
