WHEREAS, the centralization of existing and future human services activities into a single organizational unit would allow responsibility for human services to be established and allow a coordinated program to be developed; and WHEREAS, the City Manager submitted a "Human Services Report" to the City Council at the meeting of January 12, 1976, which presented a detailed proposal for involving the City of Pleasanton in a human resources program by the reorgani- zation of the Recreation Department, elimination of the Community Concerns Committee and the establishment of a Human Services Commission; and WHEREAS, the City Council considered said report at its meetings of January 12 and 26, 1976, together with a supplemental report from the City Manager dated January 21, 1976, and public testimony; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE AS FOLLOWS: Section 1. The City of Pleasanton has a major responsibility for Providing for human service needs within its corporate boundaries and endeavours to provide for those needs, recognizing that there are funding, financial and physi- cal limitations upon the City's ability to meet every need. Section 2. In accordance with the purposes, programs, and organi- zational structure set forth in the City Manager's "Human Services Report," attached hereto as Exhibit "A" and incorporated herein by reference, the City Council author- izes the following: a. The reorganization of the Recreation Department into the Department of Human Resources. b. The pursuance of additional staff personnel for human resources through ACAP/ACTEB's technical assistance program. c. The creation of an eight-member Human Services -2-
