CITY OF PLEASANTON <br /> COUNTY OF ALAMEDA <br /> STATE OF CALIFORNIA <br /> <br /> RESOLUTION NO. 76-21 <br /> <br /> A RESOLUTION ESTABLISHING A HUMAN SEI~VICES COM~ISSION <br /> AND REORGANIZING THE RECREATION DEPARTmeNT INTO THE <br /> DEPARTMENT OF HU~N RESOURCES <br /> <br />WHEREAS, there has been a greater emphasis in recent years upon <br /> the role of local communities to become involved in the <br /> area of human services, beyond the provision of solely <br /> recreational activities; and <br /> <br />WHEREAS, this need to provide human services has been accomplished <br /> in the past through participation by the City of Pleasan- <br /> ton in organizations such as the Associated Community <br /> Action Program (ACAP), the Alameda County Training and <br /> Employment Board (ACTEB), and their predecessors, as <br /> well as the Pleasanton Health Care Center; and <br /> <br />WHEREAS, direct programs which relate to human resources, under- <br /> taken by the City of Pleasanton have included the pre- <br /> school program, Pleasanton V.I.P.s (Senior Citizen Pro- <br /> gram), Dial-A-Bus Service, Teen Enterprises, and the <br /> minor offense court; and <br /> <br />WHEREAS, a Human Services Element has been prepared for inclusion <br /> in the City's General Plan which recommends coordination <br /> of social and physical planning and development, recog- <br /> nizes that providing needed human resources is a commun- <br /> <br /> ity responsibility, and recognizes local government's <br /> responsibility to advocate and provide human services whete <br /> they are inadequate; and <br /> <br />WHEREAS, the present responsibility for and/or involvement in <br /> human services activities is scattered between the City <br /> Manager's office, the Recreation Department, the Depart- <br /> ment of Housing and Con~nunity Development, and the <br /> Police Department; and <br /> <br /> <br />
