sitates the establishment of an allocation system capable <br />of attaining the following: <br />a. operation of the Sunol STP without the reoccurrence <br />of nuisance odors; <br />b. elimination of substantial numbers of issued sewer <br />connections which are not discharging into the Sunol <br />STP; <br />c. review of effect upon the plant's operation and treat- <br />ment capabilities of additional sewer connections; <br />d, allow development within the Sunol STP service area <br />to continue while plans for eventual phase out or <br />replacement of said plant are implemented by local, <br />regional, state and federal agencies; <br />e. insure that the goals of the General Plan are <br />realized; <br />f, provide the City with flexibility to meet emergency <br />situations which may arise; <br />g. prohibit overtaxing of the physical and treatment <br />capability of the Sunol STP. <br />Section 3. INTERIM PROGRAM. Determines that the allocation program <br />established by this resolution shall remain in force and <br />effect until such time as the plan for allocating develop- <br />ment within the entire City as more particularly set forth <br />in Resolution No. 76-27 (A Resolution Establishing a <br />Revised General Plan) has been adopted by the City Council. <br />Section 4. ALLOCATION CONSIDERATIONS. Unless amended by action of <br />the City Council, and subject to specific allocation by <br />the Council no more than 140 single family dwelling unit <br />equivalent sewer connections in the sunol STP sewer service <br />area will be permitted annually, beginning with the date of <br />adoption of a specific resolution allocating sewer connections. <br />-5- <br />
