odor survey does not show any increase in odor complaints"; <br />and <br />WHEREAS, the Executive Director further noted that "the threat of <br />odor nuisances will remain until the sewage treatment plant <br />is abandoned and a new plant is constructed or the waste is <br />consolidated with Valley Community Services District"; and <br />WHEREAS, the eventual elimination of the Sunol STP is dependent <br />upon decisions relative to the V.C.S.D. plant, the construc- <br />tion of the Livermore-Amador Valley Water Management Agency's <br />effluent pipeline to East Bay Dischargers Authority's fac- <br />ities for effluent disposal into San Francisco Bay, and a <br />decision regarding possible construction of a new treatment <br />plant (alternative 5-b) by the City; and <br />WHEREAS, the best possible forecast at this time indicates that the <br />Sunol STP may be operating for an additional 5 years before <br />it will be possible to implement its phase-out; and <br />WHEREAS, the City staff prepared a report for the City Council <br />entitled "Report on Allocation of Remaining Capacity at <br />Sunol Treatment Plant," dated April, 1976 attached hereto <br />as Exhibit A and incorporated herein by reference; and <br />WHEREAS, said report indicates that the estimated present flow at <br />Sunol is approximately 1.45 M.G.D., the estimated design <br />capacity is approximately 1.7 M.G.D., and thus the remaining <br />unallocated capacity is approximately 250,000 gallons; and <br />WHEREAS, said report also advised that there are sewer connections <br />which have been issued from the 250 received in March, 1975 <br />which have not as yet connected to the Sunol STP; and <br />WHEREAS, the effect of present outstanding connections and future <br />connections on the Sunol plant must be closely regulated <br />and monitored in order to insure that future nuisance odors <br />are controlled; and <br />-3- <br />
